I think this is an Allium Giganteum or something similar.

This is an Agapanthus. They are drought hardy ever-green plants with strappy leaves from Aftrica and come in many shades of blue and also in white. There are also dwarf forms. Hard to kill as they have tuber-like roots and can be divided into many plants when mature.
